Judson A. Samuels, for whom the South Campus is named, served as a member of the BCC Advisory Committee in 1959 and as a member of the District Board of Trustees from 1971 until his death on April 29, 1974. A graduate of the University of Miami College of Law, he worked many years as an attorney in Hollywood and was a distinguished community activist in southern Broward County.

Educator Florence Tustison provided important perspective for the advisory committee and board of trustees. Named a "Woman of Achievement of 1953," she was a teacher with a degree from the University of Toledo and did graduate study at the University of Guadalajara, Mexico.

The Advisory Board brought together a diverse group of distinguished professionals and community leaders from throughout Broward County. Dr. Rushing provided the five members with service plaques at graduation ceremonies. From left to right, they are Lloyd Cassels, Florence Tustison, Dr. Rushing, Judson Samuels, Robert Ferris, and John Payne.

The Junior College of Broward County was first governed by the Broward County Board of Public Instruction with input from the Advisory Committee. Superintendent of the board was Dr. Myron Ashmore, at far left. From his left to right, the members are Virginia Young (the board chair), A. Wesley Parrish, John O. Calvin, Verlon Burrell, and Dr. Charles Forman.

Accommodations were cramped at the temporary site and students had to do their eating and studying outside.

Amenities were few because of the space crunch, but the college offered a variety of student services, service clubs, publications, and interest clubs from the start.

With 28 faculty members, the college opened to its first class of 701 students at the Naval Air Station Junior High buildings on the western edge of Fort Lauderdale-Hollywood International Airport. Classes there were conducted from 1960 to 1963.

Dr. Joe B. Rushing served as the first president of the Junior College of Broward County.

From the college's first day to the present, trustees, faculty, administration, and staff have kept an emphasis on excellence.
